We are instructed to submit the following documents for your information.

(a) Resume of general details in connection with Piracy on the coast of China which, with the exception of the part marked (x) in the margin, has been published in the press of Shanghai. The part marked (x) was omitted as the details are common knowledge on the China coast. A statement of the same general import has been published in Hongkong.

(b) Hongkong Port Regulations containing:-

  • on page 106.
  • on page 116.

Hongkong Piracy Ordinance 1914. Regulations under sec.17 of the above.

(c) Letter from Capt. Supt. of Police, Hongkong dated 16th May 1923.

(d) Draft Regulations, forwarded for the Guild's consideration 4th September 1923.

(e) Gazetted Regulations, dated 6th March 1924.

Ref. Enclosure (a). This document (as well as the subject of Piracy generally) has been the subject of very exhaustive comment in the European press on the China coast which, in complete agreement with public opinion, severely condemns the supineness of the Hongkong Government and the impracticable measures adopted by it to cope with the ever-increasing campaign of lawlessness with its constant menace to the safety of life, limb, and property.

Ref. Enclosure (b). This contains the original legislation which has now existed for 10 years and, in reference to which a Commission, appointed to enquire into the piracy of the s.s. "Sui An", in its report to H.E. The Governor of Hongkong dated 26th January 1923,
